They tried to convince people that Contact Tracing was helpful during the COVID-19 scare, but that didn't go over so well. People didn't like apps being pushed to their phones-- when they didn't ask for them, only to find out that they were being tracked after the fact.
That's how the control system will work. Nobody will "ask for it" they will be told its necessary -- because of "science."

None of this makes any sense. Unless the Deep State/Permanent Government, by playing both sides of the board — will get what they want no matter who is elected.
